Community Governance Review - Draft Recommendation 4(f) - Kettering, Kettering Ward Names

Overview

Summary of Proposal

The town council proposes the following changes to parish ward names:

Hanwood Park - change to Hanwood Park South to reflect that there might be a Hanwood Park North ward at some point in the future and in the meantime, to distinguish the southern part of the urban extension from the more northerly new developments sitting in the Ise ward.

Kettering Central - (after the re-creation of a Northfield ward) - change to William Knibb to reflect the historic association of Kettering with the anti-slavery movement. St Michaels – change to Headlands and Highfields to reflect the two dominant communities in the ward and also to reinforce the Headlands Neighbourhood plan area’s identity.

St Peters - change to Kettering West to reflect that St Peter and Paul Church has not been in the ward for some considerable time and that the ward covers all the residential areas west of the railway line.

Observations

Warding arrangements should reflect local community identities and interests while supporting effective and cohesive representation across the area. Reinstating historic boundaries would create more complex electoral arrangements and may not reflect current patterns of development and governance. Any recommendations should therefore have regard to LGBCE guidance, particularly the principle of minimising unnecessary divergence between different tiers of electoral boundaries wherever possible.

f) That the warding pattern and ward names for Kettering Town Council as per the map attached at Appendix D be taken forward for further consultation.

Reason(s) for recommendation - Further views are sought on the proposal, particularly in relation to how well it reflects community identity and interests, supports community cohesion, and contributes to effective and convenient local governance.
