Overview

Summary of Proposal

Rushden Town Council’s proposal recommends that the existing Pemberton ward be split to create two wards. The area to the North of the B569 would form the revised Pemberton Ward. The area south of the B569 would create another ward that the Town Council proposes should be called Spencer ward.

The proposal recommends that Pemberton should be a 5 member ward with approximately 1196 electors per councillor. The submission suggests the proposed Spencer ward should be a 2 member ward with approximately 1054 electors per councillor.

Observations

The recommendation proposed by Rushden Town Council to divide Rushden Pemberton ward into two smaller wards named Pemberton and Spencer wards, would resemble a similar historic warding pattern that was in place before the LGBCE review of the electoral arrangements for North Northamptonshire Council took effect.

Draft recommendation (Recommendation 8c)

That the proposal to split Rushden Pemberton ward into a Pemberton ward with 5 councillors and Spencer ward with 2 councillors be taken forward for further consultation.

Reason for recommendation - The proposal supports representation at a local level and facilitates effective and convenient local governance.
