Summary of Proposal

The Town Council has recommended that the area north of the A6116 that is currently situated in the parish of Deene & Deenethorpe should be transferred to the parish of Corby. This is the area of the former Rockingham Speedway site. There are no residential addresses within this area, and no electors would be impacted by the change.

Observations

The current boundary is long established and follows a well-defined feature. Recommendations amending the boundary should be mindful of Local Government Boundary Commission for England (LGBCE) guidance regarding the coterminosity of principal area and parish boundaries and the terms of reference for the review. Creating parish areas or parish wards that are split by principal area electoral boundaries is not consistent with LGBCE guidance.

The area is situated to the West of Zone 3 of the Priors Hall Park residential development. This proposal should be considered alongside other proposals for the parish of Deene & Deenethorpe. In particular, proposals relating to transferring part of the parish of Deene & Deenethorpe into the parish of Weldon or into a newly created parish (Priors Hall Park Neighbourhood Association Proposal Ref: PHPNA_Priors Hall Park, paragraph 9).

b) That the parish boundary between the parishes of Corby and Deene & Deenethorpe be amended as shown in the map attached at Appendix D.

Reason(s) for recommendation

The site previously occupied by Rockingham Motor Speedway is a substantial industrial/business enterprise with further development planned. The land use in this area is comparable with the industrial/business use on the Southern and Western borders of the site located in the parish of Corby. The land to the East is the subject of alternative proposals relating to the parish of Deene and Deenethorpe that are not consistent with retaining this parcel within the existing parish structure.

Moving the boundary would result in the NNC ward boundary and parish boundary failing to be coterminous. LGBCE guidance suggests that warding patterns should not result in parishes or parish wards being split by principal area ward boundaries
