Overview

Summary of Proposal

In addition to the proposal submitted by Corby Town Council a proposal was submitted by a resident which is within the submission reference: CGR 14.

The proposal submitted by Corby Town Council would divide the parish of Little Stanion approximately in half. The residential element of the parish would be retained within the parish of Little Stanion with a revised boundary running adjacent to Long Croft Road. The proposal includes amending the north western boundary to include an additional area of woodland/coppice in the parish of Little Stanion that is currently located in the parish of Corby. The proposal would also see the industrial site (Midlands Logistics Park) located in the north eastern part of the parish transferred into the parish of Corby.

Observations

Following a previous community governance review, an Order creating the parish of Little Stanion came into effect on 1 April 2018.

Recommendations amending the boundary should be mindful of Local Government Boundary Commission for England (LGBCE) guidance regarding the coterminosity of principal area and parish boundaries and the terms of reference for the review. Creating parish areas or parish wards that are split by principal area electoral boundaries is not consistent with LGBCE guidance.

The Corby Town Council proposal involves transferring a significant area of land from the parish of Little Stanion to the parish of Corby. The boundary suggested by the town council runs adjacent to Long Croft Road, which is a well-defined feature. No residential properties would be impacted by the transfer of land from Little Stanion to Corby.

Draft Recommendation (Recomendation 2d) - Corby - Little Stanion

(i) That the boundary changes suggested by Corby Town Council that would transfer land to the north of Long Croft Road be taken forward for further consultation.

(ii) That the intersection of the boundary between Corby, Little Stanion and Weldon is amended as per the map attached at Appendix D.

Reason(s) for recommendation

The land north of Long Croft Road constitutes a significant portion of the existing parish.

Although the land use in this area differs from that found elsewhere in the parish, there is little evidence to indicate that this has given rise to any concerns.

There are anomalies in the parish boundary between Corby and Little Stanion at Midlands Logistics Park, where the current boundary line passes through buildings located off Ore Lane. In the interests of effective and efficient local governance, it is necessary to realign the boundary to reflect the built environment more appropriately.
