Overview

Summary of Proposal

The Town Council proposal recommends altering the eastern boundary of Corby parish so that it follows the A43 (Bangrave Road South) to its junction with the A6116 (Steel Road). This element of the proposal would transfer the part of Weldon parish situated to the West of the A43 between Geddington Road and the A427 (Weldon Road) into the parish of Corby.

The proposal also recommends altering the parish boundary so that it runs along Steel Road to its junction with Birchington Road. This would transfer the Corby Gate Business Park from the Parish of Corby into the parish of Weldon separating the well established industrial/business complex (Weldon North Industrial Estate) situated either side of Steel Road/Brigstock Road into different parishes.

The proposal also recommends that a small area south of the A43 containing the pumping station and settling ponds off Bangrave Road be transferred to the parish of Weldon.

Observations

Retaining the existing boundary between the parishes of Corby and Weldon ensures North Northamptonshire Council ward boundaries remain coterminous (having a common boundary) with the parish boundary. However, this would not address the boundary anomaly that exists in the vicinity of Ore Lane. Proposals relating to the boundary in this area would also impact proposals for the boundary with Little Stanion (Corby_4_Little Stanion).

Recommendations amending the boundary should be mindful of Local Government Boundary Commission for England (LGBCE) guidance regarding the coterminosity of principal area and parish boundaries and the terms of reference for the review. Creating parish areas or parish wards that are split by principal area electoral boundaries is not consistent with LGBCE guidance.

Weldon North Industrial Estate spans either side of the proposed boundary along Steel Road (A6116) suggested by Corby Town Council. The business park has been historically located in the parish of Corby, however, the proposal would see the site separated between the parishes of Corby and Weldon. The suggested boundary would also deviate from the NNC ward boundary between Lloyds & Corby Village and Gretton & Weldon and though no electors would be impacted by the change, consequential amendments to the NNC boundary may be required.

g) That the boundary located in the vicinity of Ore Lane is amended as per the map attached at Appendix D

(i) That the remainder of the boundary between Corby and Weldon (excluding draft recommendation 2b) remains unchanged.

Reason(s) for recommendations - There is an anomaly with the boundary in the vicinity of Ore Lane that needs to be addressed. Community interests and identity and effective and convenient local governance is best achieved by retaining the remainder of the existing boundary.
