Overview
Summary of Proposal
The Corby Town Council proposal suggests moving the boundary with Cottingham away from the defined A6003 (Uppingham Road) north westwards into the parish of Cottingham joining the A427 south of Blackthorn Wood and continuing along the A427 towards the existing Cottingham/Middleton boundary. There are currently no residential properties within the defined area. The town council has cited the West Corby SUE as the justification for the amendment to the boundary.

Observations
The current boundary is long established and follows a well-defined feature along the A6003 Uppingham Road. Phased development plans showing the outline area of the West Corby SUE indicate that no development relating to the SUE is planned for this area during phases 1-4.
Recommendations amending the boundary should be mindful of Local Government Boundary Commission for England (LGBCE) guidance regarding the coterminosity of principal area and parish boundaries, the terms of reference for the review and the representation copied below from a local landowner. Creating parish areas or parish wards that are split by principal area electoral boundaries is not consistent with LGBCE advice.
Local landowner response
The proposed parish boundary changes have arbitrarily included a random part of the Grade II* Rockingham Park which is not zoned for development (unlike the neighbouring area of the West Corby SUE). The current boundary which runs along the A427 from the point where the Green Lane/bridleway to the west of Great Cattage Wood joins the A427 to the Fourways Roundabout, then north east along the A6003 to the roundabout with the A6116 continues to make logical sense. The proposed boundary follows no formal feature, whether field boundary, road/track, hedge line or water course. It breaches randomly the curtilage of the Grade II* and the associated designated Heritage Landscape. The attached Rockingham Castle and Park Heritage Area pdf shows the designation of the Heritage Landscape, established in 1991 and the proposed amendment to the new parish boundary, along with the delineation of the designated Grade II* Park and Designated Heritage Landscape.

a) That the parish boundary between the parishes of Corby and Cottingham remains unchanged.
Reason(s) for recommendation - The proposal would divide an area of land on the Rockingham Park Estate (designated as an area of Heritage Landscape) between the parishes of Cottingham and Corby. This is not considered to be in the interests of maintaining community interest and identity and is not reflective of effective and efficient local governance.
