The Kettering Town Council proposal suggested changes to internal ward boundaries, an amendment to the external parish boundary where it borders with Barton Seagrave, a realignment of councillors and changes to town council ward names.

Observations

Retaining the existing boundary maintains coterminosity between the parish ward boundary and the North Northamptonshire Council (NNC) ward boundary. Under this arrangement, no electors would be affected.

The proposal aligns the employment site and its access arrangements within the same ward, without affecting any electors. However, it would create a parish ward that is divided by an NNC ward boundary. Any consideration of boundary changes should take account of Local Government Boundary Commission for England (LGBCE) guidance on maintaining coterminosity between principal area and parish ward boundaries, as well as the agreed terms of reference for the review. The creation of parish wards that cross or are split by principal area electoral boundaries would not be consistent with this guidance.

a) That the boundary be amended as per the map attached at Appendix D.
