Overview

Summary of Proposal

In addition to the proposal submitted by Corby Town Council a proposal was submitted by a resident with reference CGR 14.

The current parish boundary is coterminous (has a common boundary) with the NNC boundary between the Gretton & Weldon and Geddington and Stanion wards. The Town Council’s proposal to amend the eastern boundary of the parish of Corby recommends that the boundary follows the A43 (Stamford Road). This would transfer the area occupied by the Hotel and Ironpits Wood from the parish of Stanion into the parish of Corby.

Observations

Retaining the existing Stanion parish boundary would ensure the boundary remains coterminous (having a common boundary) with North Northamptonshire Council ward boundaries. However, this option does not address the boundary anomaly that exists where the boundary runs through a building situated on the Midlands Logistics Park.

Recommendations amending the boundary should be mindful of Local Government Boundary Commission for England (LGBCE) guidance regarding the coterminosity of principal area and parish boundaries and the terms of reference for the review. Creating parish areas or parish wards that are split by principal area electoral boundaries is not consistent with LGBCE guidance. Transferring the Hotel and Ironpits Wood to Corby would result in NNC and parish boundaries that are no longer coterminous. Consideration would be required to request a consequential amendment of the NNC ward boundary between Geddington & Stanion and Lloyds & Corby Village wards.

f) That the boundary between Stanion and Weldon parishes is amended as per the map attached at Appendix D.

Reason(s) for recommendation - There is an anomaly with the parish boundary between Stanion and Weldon where the boundary line runs through a building situated off Joe Sims Lane. In the interests of effective and convenient local governance there is a need to redraw the boundary.
