Statement of Licensing Policy: Licensing Act 2003

Overview

North Northamptonshire Council’s Licensing Authority must prepare and publish a statement of its licensing policy at least every five years. The policy must be published before the authority carries out any function in respect of individual applications and notices made under the terms of the 2003 Act. 

The Licensing Act 2003 regulates the following licensable activities:

  • Sale by retail of alcohol;
  • Supply of alcohol by or on behalf of a club, to, or to the order of, a member of the club;
  • Provision of regulated entertainment;
  • Provision of late night refreshment.

The draft Policy – what has changed?

The draft Policy provides updated information and advice to existing and potential licence holders and to residents and responsible authorities about the promotion of the licensing objectives under the Act. The Licensing Authority has also taken the opportunity to revise the Policy to reflect the latest statutory guidance issued to licensing authorities by the Home Office under Section 182 of the 2003 Act.

The consultation period commences on Monday 24 August and closes on Friday 9 October 2026.

Next Steps

An analysis of the consultation responses will be undertaken and presented, alongside a draft Policy, to the Council’s Licensing & Appeals Committee for consideration. The Licensing and Appeals Committee will be asked to recommend the adoption of the revised Policy (with any additional revisions after considering the consultation responses) by Council in November 2026.  The revised Licensing Act 2003: Statement of Licensing Policy will replace the current policy on 1 February 2027.
