Public consultation was undertaken for a period of six weeks between April and June 2023 on the introduction of the non-immediate Article 4 Direction, covering parts of Kingswood in Corby.

Six responses were received. Three responses offered no comment on the Direction, two responses were generally supportive and one of the responses offered technical advice. The consultation responses did not identify any issues or new information to challenge the merit of the Article 4 Direction, either in the permitted development rights it removes, or the geographical extent of its coverage.

The Article 4 Direction has been confirmed, as publicised, and will come into force (take effect) from 24 April 2024. Overview
Permitted development rights allow certain types of building work or changes of use without the need for planning permission. An Article 4 Direction allows a local planning authority to withdraw certain permitted development rights, so that planning permission is required.
North Northamptonshire Council has made a non-immediate Article 4 Direction covering parts of Kingswood, Corby. The Direction withdraws the permitted development right to convert houses (planning use class C3) to houses in multiple occupation (planning use class C4), meaning that this type of development will require planning permission from the date that the Direction comes into force.
The Notice of Article 4 Direction, including a map of the area to which the Direction applies, has been published for consultation for a period of six weeks between Monday 24 April and Monday 5 June 2023. Paper copies of the Notice of Direction and supporting evidence are also available for inspection at the Council offices and libraries listed below during normal opening hours. What happens next?
Following the close of consultation, all representations will be considered by the Council in deciding whether to confirm the Direction. Subject to the comments received, the Direction is expected to come into force on 24 April 2024.
